Read filename, search for directory, move files

Hi,

New to this arena, but am needing a fairly complex script (to me anyhow). Any help or direction would be greatly appreciated!

Basics -

root directory contains:
0000.dat
program checks for directory labeled "0000"
once located, search within directory for existing files
if no existing files, move file to directory
if existing files in 0000 directory, rename new files sequentially higher
i.e. \0000 contains 0000.dat, 0001.dat then new file being moved will be renamed to 0002.dat
